On the afternoon of January 20, the Forum on University Informatization Planning for the 15th Five-Year Plan in Wenzhou, Taizhou and Neighboring Regions, hosted by the Information Technology Center of Wenzhou Medical University and co-organized by the Zhejiang Branch of CERNET Network Co., Ltd., was successfully convened at China Eye Valley.

Senior representatives and technical core members from information technology centers, educational technology centers, network centers, and digitalization offices of universities in Wenzhou, Taizhou, and surrounding areas assembled to jointly explore development pathways and innovative practices for university informatization during the 15th Five-Year Plan period.

At the outset of the conference, the participants conducted an on-site visit and inspection of the China Eye Valley Park, where they successively visited and learned about the Eye Valley Pupil and the Ocular Health Science Popularization Museum. They experienced firsthand the innovative atmosphere of the integration of technology and industry, laying a vivid practical and perceptual foundation for the subsequent exchanges.

The conference officially commenced at 15:00. Wang Chaojie, Director of the Information Technology Center at Wenzhou Medical University, and Yu Ling, General Manager of the Zhejiang Branch of CERNET Network Co., Ltd., delivered separate addresses, voicing their high regard for and great expectations of the coordinated development of informatization across regional universities. Subsequently, three thematic reports closely aligned with the conference theme were delivered in turn.

Wang Chaojie, Director of the Information Technology Center at Wenzhou Medical University, delivered a speech entitled Laying the Foundation in 2025, Upgrading in 2026, Planning for 2030, systematically elaborating on the phased achievements and future strategic layout of informatization construction at the university.

Wang Daojia, R&D Director of Beijing Wangruida Technology Co., Ltd., focused on the presentation Reflections and Practices on AI Empowering the Digital and Intelligent Transformation of University IT, and shared the application scenarios and implementation paths of artificial intelligence technology in the fields of university teaching, management and services.

Wang Shize, Director of the Development Planning Office of Wenzhou Medical University, combined with the university’s actual situation, delivered a report entitled Practices and Reflections on the Formulation of the 15th Five-Year Plan — A Case Study of Wenzhou Medical University, providing valuable experience for the plan formulation of all participating universities.

During the panel discussion session, participants engaged in a vibrant exchange centering on the practices and reflections of formulating the 15th Five-Year Plan. Drawing on their practical work experience, they put forward a series of forward-looking insights into the development of universities in the 15th Five-Year Plan period. It was widely acknowledged that this period will mark a critical phase for the shift of educational digitalization from an application-driven model to an innovation-led one. Universities are expected to take a proactive approach in planning and action, advance the connotative development of higher education through intelligent transformation, and provide robust talent and intellectual support for the comprehensive development of a modern socialist country.

This exchange conference has not only built a communication platform for informatization practitioners in universities of Wenzhou and Taizhou, but also provided ideological references and cooperation opportunities for the formulation and implementation of the 15th Five-Year Plan for informatization in regional universities. Going forward, all participating universities will further deepen exchanges, jointly promote the in-depth integration of information technology and higher education, and empower the high-quality development of regional education.
