The 2025 National Cybersecurity Publicity Week (hereinafter referred to as the "Cybersecurity Week") will be held nationwide from September 15 to 21, organized by the Publicity Department of the CPC Central Committee, the Cyberspace Administration of China, the Ministry of Education, and other relevant departments. The theme of this year’s Cybersecurity Week is "Cybersecurity for the People, Cybersecurity by the People – Safeguarding High-Quality Development with High-Level Security". All units shall thoroughly study, publicize, and implement General Secretary Xi Jinping’s important thoughts on building a leading cyberpower, earnestly implement the spirit of General Secretary Xi Jinping’s important instructions on the "Four Adherences" for cybersecurity work, and actively carry out publicity and implementation of laws, regulations, and policy documents such as the Cybersecurity Law, Data Security Law, Personal Information Protection Law, Regulations on the Security Protection of Critical Information Infrastructure, Regulations on the Management of Network Data Security, and Provisions on the Security Management of Internet Government Affairs Applications. The university has decided to conduct the 2025 Cybersecurity Week activities from September 15 to 21, and the relevant matters are hereby notified as follows:
I. Conducting the Cybersecurity Education Theme Day
September 16 is designated as the theme education day for this event. The Provincial Department of Education will set up a special column for Zhejiang Provincial Education Cybersecurity Publicity on the "Zhijianghui Internet School" (link to be inserted), and open special lectures on cybersecurity. The focus will be on guiding teachers and students on how to identify and prevent fraud, and enhancing their cybersecurity awareness. All units shall organize learning activities in light of their actual work.
The University IT Center will hold on-site cybersecurity publicity activities in the lobby of Tongren Building (Chashan Campus) and the lobby of Zhili Building (Binhai Campus) on September 16 and September 19 respectively. These activities will include small cybersecurity quizzes with small gifts as rewards, and multi-faceted cybersecurity publicity and education for teachers and students. From September 15 to 17, the university will carry out inter-class publicity and education in the multimedia classrooms of the three campuses, playing short popular science videos on cybersecurity, and publish various articles on cyber law popularization on the university’s official WeChat account and website.
II. Conducting Personal Information Security Emergency Drills
To further enhance the university’s ability to respond quickly and handle emergencies in the face of sudden cybersecurity incidents, the IT Center will organize a personal information security emergency drill on September 16. The drill scenario will simulate an "incident of personal information data leakage and damage at the Registration Center". The drill will follow the whole process of "real attack – anomaly detection – emergency plan activation – emergency response – operation recovery" as the main line, to fully test the university’s emergency response capabilities in cases such as data leakage, database deletion or tampering caused by hacker attacks.
III. Clarifying Departmental Information Asset Lists and Signing Security Responsibility Letters
To fully grasp the status of asset use and management in all units, establish dynamic records, consolidate security responsibilities, and strengthen the awareness of unit heads as the primary responsible persons for cybersecurity in their respective departments, an all-staff participation in security governance structure of "who is in charge, who is responsible; who uses, who maintains" shall be formed. During the Cybersecurity Week, the IT Center will organize all units to confirm their information assets, sign information asset security responsibility letters, clarify responsibility boundaries, and establish information asset management records for each unit.
IV. Conducting Special Cybersecurity Training Courses
The university will organize professional and technical personnel engaged in informatization and cybersecurity work, network administrators of all departments and units, teachers, and counselors to participate in special cybersecurity training courses (specific arrangements to be notified separately). The training will focus on learning laws and regulations such as the Cybersecurity Law, Data Security Law, and Personal Information Protection Law, so as to improve the cybersecurity literacy and capabilities of faculty and staff.
V. Conducting the "Guard Youth, You Are Part of Cyberspace" Series of Activities by China University Students Online
Under the guidance of the Department of Ideological and Political Work of the Ministry of Education, China University Students Online (dxs.moe.gov.cn) will carry out the "Seven Ones" cybersecurity publicity activities, including one anti-fraud lecture, one special teaching session, one Q&A challenge, one AI assistant, one joint campaign among 100 universities, one set of extended resources, and one batch of characteristic achievements.
(1) One Anti-Fraud Lecture
The "Anti-Fraud Lecture for Students in Primary, Secondary, and Tertiary Schools" for the autumn semester of 2025 will be held. From 9:00 to 12:00 on September 16, the Criminal Investigation Bureau of the Ministry of Public Security will jointly hold an online live broadcast with CCTV Video. Police officers will explain anti-fraud knowledge with typical cases, and the live broadcast can be replayed at a later time. Ways to watch:
Watch via the Weibo, WeChat Channels, Kuaishou, and Douyin accounts of "Criminal Investigation Bureau of the Ministry of Public Security", "National Anti-Fraud Center", and "CCTV Video";Log in to the CCTV Video APP and search for the "First Anti-Fraud Lesson" account to watch.
(2) One Special Teaching Session
Offer compulsory courses on national security education. The National Steering Committee for School National Security Education will develop and release a teaching guide for cybersecurity courses, guiding universities to carry out special teaching sessions on the campus theme day or an appropriate time in combination with their overall teaching plans, so as to guide students to deeply understand the connotation and essence of cybersecurity from real-life scenarios.
(3) One Q&A Challenge
Launch a national cybersecurity knowledge contest for college students. From September 15 to 26, universities in all regions may organize students to participate in the contest via the official website of China University Students Online (dxs.moe.gov.cn) or the WeChat official account of "China University Students Online", to popularize knowledge on preventing cyber fraud, illegal campus loans, and safe use of the Internet.
(4) One AI Assistant
Launch the "AI Campus Guard" intelligent cybersecurity protection tool. On September 16, a link to this tool will be launched on the official website of China University Students Online, helping teachers and students quickly search or identify cybersecurity risks such as cyber fraud scenarios and illegal website links, and providing anti-fraud tools for teachers and students.
(5) One Joint Campaign Among 100 Universities
Carry out the 2025 "100 Universities Cybersecurity Campaign". China University Students Online will organize more than 100 universities to launch a joint campaign via the Weibo topic tags #SafeCampus#, #GuardYouth#, and #100UniversitiesCybersecurityCampaign#, publishing short videos and original posters to strengthen the publicity and education atmosphere for safe and law-abiding Internet use.
(6) One Set of Extended Resources
Upgrade the university network literacy learning resource database. Teachers and students of universities can access the learning resource database through the "2025 National Cybersecurity Publicity Week" special section on the official website of China University Students Online, and obtain high-quality course resources on network cognition, cybersecurity, and counter-espionage.
(7) One Batch of Characteristic Achievements
Collect and display creative works and characteristic cases. Before September 30, universities are invited to actively recommend original posters, micro-videos, emojis, and publicity and education work cases. Universities with campus network communication stations of China University Students Online shall submit their works through the campus account platform; other universities shall submit their works through the "2025 National Cybersecurity Publicity Week" special section on the official website of China University Students Online.
